Now here it gets funny. Me, anzu, hannes and bunch of others always had ploss with our isp. Mostly we used WinXP and W2K, but then hannes had the idea of installing win98 and miraculously he didnt have any ploss, anzu did the same and he has been ploss free ever since. Here it gets more bizarre, i have another w2k machine at my lan that has no ploss at all, i have exactly the same hardware as the box has. All i did was set a proxy on that machine and play trough it, as for the result i've had no ploss ever since.
