I need some help with this program. My wife works at a bank and gets emails all day long. She asked me to find out if there is any way she can get a window that pops up to tell her she has mail, that will stay on screen till she checks the mail.

You can make it have a sound play every time you recieve one, And you can set it to check for messages at certain times.. Go to Tools> Options> General

And for what you are looking for if you don't want the sound hmm.. You can try this im not sure it will work thou since i dont use Outlook Express.
    Tools> Message Rules> Mail>

Under 1 (conditions): Select all messages
Under 2 (actions): Select "Flag it"

err that may not work but.. Just trying to help

And if it doesnt .. no there is probably no other way. You should most likely tell her to download msn at work or yahoo! .. Anything else.

Will downloading msn at work if its not a hotmail email?

And she would like a pop up window cuz shes away from her desk some times so wouldn't always hear the beep.

At my work in the offices they use Novel ..... I think and they get a pop up window in there.

            Yes, you can.
You just need to register a .Net passport.

            Ontopic:

I'm not aware of any e-mail notification options in Outlook, but it is possible to minimize Outlook to the systemtray. This requires modifying a few registry entries, but seen as your wife's computer is probably protected by a policy that prevent her from messing with registry entries, that won't help.

There are some third party notification tools for Outlook, maybe you could check those out. Just run a search on Google.

I'm registered on yahoo and msn only supports msn and Outlook express.
If you are not registered with a Hotmail address and you click the link (in MSN messenger) "Go to Mailbox" it will go to your Outlook.
So, she has to get an account, get msn (with or without msn-buddies, but if she wants one i'll please her in every possible way, oral or not) and keep it running. It won't tell you if you received a new email or so, it's only a link to your outlook. this post is pretty useless but I'm drunk as hell, later

Outlook will only notify if the program is open

                not if its closed
