LVL Format

I want to make my own LVL builder, but I have no clue how the lvl file is coded/structured/whatever. I've sorta looked on the internet but I cant really find anything (because Im too dumb ). so does anyone know a website or somthing where I can get the documentation.

You might be able to find out how SSME writes its files if you decompile the program, although I highly doubt you'll get anything usefull out of it.
Your best bet would be to get in touch with SSME's author.

crap, that sucks. I guess I could give it a try. or I could just spend about 6 billion hours studying the lvl file itself.

I do know that the lvl file has the Tileset first, then the map itself. I guess if I remove the Tileset I could look at the map part.
