I'm guessing its just a way to keep people from guessing at other peoples passwords so they can't hack in their name and what not.

This is a security feature to disallow people who want to crack people's passwords by means of guessing like mad. Since this security feature is intact, people are not able to guess passwords easily without having to deal with the "many hours after" login consequence. If you are unfortunately stuck in this situation because you forgot your own password, there's nothing anyone can do, so twiddle your thumbs until a few hours later.
