in short.. the program can turn a .bmp image into a map.
it uses different colours for different tiles.
so if you wanted to make a map with the base a shape of a person.. you can draw the person in ms paint or whatever you want to use.. then turn it into a map using facts

facts doesnt seem to have a help guide or anything.. so its basically just play around with it.
That feature uses palette indexes to determine which tile to place on the map. The best way to figure it out is to convert a map and go into photoshop while looking at the tileset to figure out which index is what. It's also somewhat color-coded.
