Ah. Yes, at the start of the quarter I played with the same ping, only without the ploss. The ploss started a few days after school did. I never had any problems like this in the spring.

Could possibly (and probably) be packet shaping tools the network admins use. Basically they are used to stop students from using bandwidth for downloading crap and... playing games.

In other words, you're probably screwed.
