call ur isp, thats the problem i had, ask them to first cycle google.com or something like that and see if there are problems, they'll go from there, then ask them to do some hops over some place else, if its like in that general area they'll tell u how to fix it, like they can tell u what to do to fix their connection to ue, i mean thats what they did for me.
