Hmm.. Lemme try to explain here. When you want to resize an image with cm's, you need to know your dpi. If you use it on computer as files, 72 dpi should do the trick. It's pretty much the standard there. But if you want to print something out, you need higher dpi. Let's say in my case my printer works well at 200 dpi, the image that i would resize would be alot bigger in pixels but still the same size as in cm. but if I would print them out, they would be the same size except the other one would look like crap. 3 guesses which.

Then you just check from the document size part that you have cm's selected and type in your values. Just keep the pixels/inch as 72 and unselect the Constrain Proportions from below. Then press ok..
