Can't connect to TW Dev

I have the correct IP and Port but it wont let me connect, Its green on my zone list aswell, any suggestions?

i had the same problem but i gave up shortly after tw came back up

edit: just tried again, no luck

well i posted this when i couldnt connect to tw dev when server was messed up. I have no need to go there now.
