You need an ISP. Theres some free ones like Juno and some others. You dont need any programs with most dialup connections but with ISP's like AOL you need their software.

Liar, my friends moms ipaq doesnt need an isp, she just plugs in the cf 56k card and it connects

Does anyone get free internet just by plugging a phone line into the wall? No, its a service provided to people with a cost. Figure it out for yourself ffs.
