Set uploading speed limit?

I currently have a bandwidth limit of 1.5 gb upload/dl per week, and i was wondering if there is a way to limit the upload speed, so when i use file sharing programs, i don't go over this limit? I don't want to limit the download speed tho.

I use bittorrent and edonkey now, so not sharing is really not an option anymore.
