Locking out a program.

Does any one know of a program used to lock out programs... kinda like a perental lock or some thing. A friend of mine would like to restrict how much her teenaged daughter uses messenger and I thought to ask all of you out there.

yeah but MSN Plus! is not a kind of usage restriction thing, its just a simple lock / unlock.
