I'm sorry bud, but you really didn't make all that much of a point.
I'm on DSL as well. I can run Firefox (with at least a half dozen tabs open), AIM, SoulSeek and BitComet (my bittorrent client of choice) and still manage to play Counter-Strike: Source with average pings in the 50-90ms range.
As you can see, my connection is quite stable. I ping 30-80ms to the TW server. These limits seem to think that a 50ms spike (despite the fact that my overall ping is still pretty damn low) is out of the question. I don't quite recall who it was that mentioned this in my other thread on this very same topic, but the limits should take into account deviation versus average ping.
