I think that as earlier someone said, have salaries etc but fake salaries for the game, I.E each squad starts with a salary of say 1 million pounds/dollars and they have to buy players for certain amounts of money, each player being rated on their skill abilities, the better you are, the more you cost. And squad captains can transfer players when they like in exchange for money.
