Tough call
I've been on squads with huge and leaner rosters.
What's cool about a huge roster is any time you come online you can almost garuntee there's enough people online to play a twd match. Downside, you have 20 people online, and there's not enough from another squad to do anything. (mostly happens in basing)
Bots could be changed so you can challenge yourself and set up 2 capts of "squadname" and "squadname_B".
But then it sucks if you're in "squad.whatever.we.wish.we.had.more.active.people" .
Smaller rosters do lead to more squads, maybe more squads that have a better skill base.
Usually, in TWL people see the same basic people play, i can only speak for twlb cause I don't really play wb or javs. In basing it's something like whoever the caps think are the best 10-12 people usually play b.c some of the "top" eight can't show one day.
And the funny thing is when you're on a squad that's been around for awhile, and you've all played together for a long time, the difference between your top 9 spiders isn't all that noticable when you really break it down. You might have 2-3 really great spiders that always stand out, but then the next 4 through 10 really are close. So then you have several people of about the same talent of those playing sitting watching from spec.
So it could be good if smart caps rotated their starters a little, but I have not seen that on purpose much, except when 'starters' can't show.
I don't think people who get bumped from a roster b/c of new roster caps would quit the game entirely. There might be some, but I doubt there'd be a mass extinction event of players who were tossed out into the cold recesses of pub due to said new roster cap leaving said game. Said players are more likely to love the game and try to join another squad, or make their own squad.
You can see my post in this thread where I proposed a cool idea, where even if you had people that left your squad due a roster cap, would still be able to play with your squad in twds.
