No there are two leagues. TWD and TWL. TWD is open for anyone, games at anytime, ranking system. It's a way for all squads to participate in league style play and prove that they belong in TWL... and just have fun and practice too. TWL is the more serious, earn your way in, scheduled games once a week league.
