And 'corrective action' means that you would not consider playing again if you are lagging.

again, it was server not him that fucked him over, he lagged only for like 3 mins of the match otherwise he was all good.

If it was the 'server' than everyone would have had the same problems. If it was some router within a hop of two of the server, then everyone would have had the same problems.
If it was some router that was closer to his PC, then only he would have had the problem. And if this was the case, then have enough class to sub him at first sign of that kind of lag.
