At least in Finland there is a group of 7000-ish people, evenly selected from all parts of the country, all ethnic groups etc who every day write up what programs they watch on TV. From a group as large as that you can easily get a good estimate of how many watched the game over all.

True. And i saw a game where they did do that, Spurs V Arsenal. Keane was stood next to the keeper, and Jens Lehmann grabbed Keane and pushed him away to get the ball, a penalty was given. They checked the rules, and the decision was completly correct.
