      I think it should be used for goals and ONLY goals.

      Fouls, offsides, handballs etc should be left to the Ref/Linesman's decision.

        I would say to use it like they do in NFL (American) Football. Where you're only alloted, say 3 "video reviews" per half that you can use for any call. But if you waste them on say, an offsides or a yellow card and then a goal happens like that, you'd have to be smart enough to have enough for the review for the goal.

        Just limited so that everyone doesn't review everything.
