Huh, the article says it as if it's a mystery how it works. It's plain obvious..
Any number, adding together the digits then subtracting will always give the nearest 10 multiple downwards - value of the 10's digit.
e.g. 30, 31, 32, 33, 34, 35 all give 30-3 -> 27
50,51,52,55,59 all give 50 - 5 -> 45
