They didn't HAVE to, it was more of a Boyscouts thing there, but there was a lot of political pressure for youths to join. There were many consequences socially for both the child and the family if they didn't, and as a youngster, many kids just didn't have much choice (for those romantics out there that are thinking, 'oh he should have just ran away!').
The United States draft and the German draft were two totally different things. If you skipped the US draft you might go to jail for a few years if they caught you. If you skipped the Nazi one they shot you.
