As far as I know every German youngster in the 1930s HAD to go to the Hitler Jugend camps.

They didn't HAVE to, it was more of a Boyscouts thing there, but there was a lot of political pressure for youths to join. There were many consequences socially for both the child and the family if they didn't, and as a youngster, many kids just didn't have much choice (for those romantics out there that are thinking, 'oh he should have just ran away!').
