There already have been 3 African Popes. Visual descriptions of these three have been sketchy as they held the office in the first few centuries AD but the generally accepted view is that they were most likely Black.

As for the names, they sometimes adopt the same name of a Pope that they themselves admire or wish to emulate. It comes down to personal preference though.

Apparently they get to choose their own names, usually they base it off prior popes. For instance, John Paul II admired John Paul (the first), whom in turn took his name by combining the names of two popes he admired: his immediate predecessors, Pope John XXIII and Pope Paul VI.
