If it was legalised, You can be sure that capitalism would take over and the tobacco cartels would sell it processed in packets just like cigs.

Cigarette Sales are gonna plummet with our generation, due to anti-tobacco ads, and things like that. So, once the economy damn near fails, because tobacco is and always will be our cashcrop, they'll legalize marijuana and sell it like they sell cigarettes. Oh what a glorious day.

The cigarette industry is indeed a fairly big proportion of tax income for the economy, but more and more young people are drinking which will cause demand-pull inflation of prices, which also causes the tax to rise as it is worked out in %, business tax is on the rise too, so I think generally, the economy will stay afloat regardless of what happens.
