Just to extend: The reason is happens in dark lighting situations is because the pupil is bigger when it's darker, because it is trying to gather more light. Since it is bigger, there is more of a "hole" for light to enter and reflect off of in the back of your eye. What red eye reduction flash does is flash twice: once to expose your eyes to light and hopefully get the pupils to shrink, reducing the "hole," and again to illuminate the scene.
