I just picked it up (technically, I picked it up yesterday, but when I opened it, there were no CDs inside. I had to go back today to get it exchanged. Damn heavy packing cardboard.) and it looks great. I've only played it for a bit, so the following comments are just from my initial impressions. I've always been a fan of the Simcity series ever since I first let a hurricane topple over my coal plant over a decade ago.
The integration with the Sims was a natural evolution to the series (it even has the Sims' interface, which I never really liked, but it is fairly efficient). The amount of detail they added to this version is amazing, as each game in the series so far has been able to add new and interesting stuff that made you wonder why it was never put in the last one, and yet you don't think to ask that until you see the latest edition.
The best feature in my opinion is the regional design. No longer do you create a city independant of everything around you. While 3000 allowed you to "connect" to neighbouring cities, you now get to BE those neighbouring cities and form a network of communities. I'm not sure yet how the online play is going to work, and how it will involve this new regional set-up, but it should be interesting to see.
