I think TW Staff is satisfactory given the parameters it has to exist within. Many of the issues people seem to be speaking out about appear to be consistent with the kind of bureaucratic organizations required to govern large operations. Madison talked in Federalist Paper #51 ("if men were angels, no government would be necessary") about how the rulers must be regulated as much as the ruled since they are also just people.
At present, staff is for the most part consistent and stable because up to this point the organization hasn't contained any (severely) "bad eggs", if you will, for any extended length of time. This could easily change in the future though, and I think the simplest way to prevent and/or combat that would be to establish some sort of strong accountability to the players. TW Staff to me doesn't really seem accountable to the player base as a whole (outside of the people being able to stop playing). The inherent problem with said accountability to a population is that for it to work, everyone must actively participate and be equally represented.
Because one way or another people will always be in control, I don't think a "perfect" system of government is achievable.
That being said, I do think improvement is always possible, and it doesn't hurt to try
All in all, it's a sticky wicket which is why I believe the current staff setup is acceptable for the present environment.
