Sarcasm? I would not even place him on the same stage as speakers like Reagan and Clinton or even GWB's Father. At least the speaches that came from these past presidents had charisma. GWB cannot even get through a complete sentance without fumbling with a word or two. It all comes across as a written speach (obviously), as to where the others as noted did not come across this way. They all had charisma and charm, as well as an understanding and great delivery on the words of which where spoken.

I never claimed he was at the level of a Reagan or a Clinton, but he's certainly a better public speaker than, for instance, both Democratic challengers he faced in his Presidential elections.
