The guy is Eastern European, Former Soviet Bloc country.

Takes place in Liberty State, which encompasses Liberty City from GTA 3 as well as more of the outlying lands.

The game is to occur during the 1990's to 2000's. If the game does indeed take place after GTA 3, it would be 200X.

There will be accurate psudeo-landmarks of the Empire State Building, Statue of Liberty, and Times Square. No word if a psuedo-World Trade Center will make an appearance or not. Most likely, no.
