The NY rape incident has been studied by many researchers. It occurred in an apartment court yard during a warm summer evening. Many people had their windows open and heard the victim screaming for help.
It is famous because it epitomizes what is called ‘diffusion of responsibility’ and is cited in many sociology books as a typical human response. Diffusion of responsibility has been proven by many other experiments. If 15 people are standing around and one person falls to the ground looking seriously ill, it takes far longer for people to respond because everyone assumes the other people will react vs. if just 3 people are standing there.
This occurs in any group of people, not just New Yorkers.

he resisted arrest. there wasn't 4 people holding him down just for the hell of it. when you resist arrest, typically force is used in order to arrest said person. like conc said, was the tazing a bit much? perhaps. but i think people are looking a little bit too into it just because somebody happened to be videotaping it when it happened. put down your idealism swords.
