Not too mention those who are innocent of their crimes are sent in there because of certain reasons (I.e. racism, person knows too much [like someone who might be a danger to government corruption or whatever], was in the wrong place and at the wrong time, etc..) as well as criminals who learn to become better criminals, becoming career criminals (I.e. learning better ways of smuggling illicit drugs [check out the movie Blow if you haven't by now], or learning how to create bombs, or learning newer ways of killing people)
