It's easy to say that governments overreacted when it turns out that in the end it was okay. But I would far rather have governments overreact than not do anything at all and risk this being another Spanish Flu of 1919. Actually contrary to popular belief, governments did act and did a LOT of measures back in 1919 such as a lot of forced quarantine measures which were brought back with SARS, and even then it wasn't enough back then because that particular strain of virus was so communicable.
