It's the main character Dejiko from the Japanese series Di Gi Charat, created by Kogedonbo as a mascot for the anime/game goods store Gamers, in Akihabara. More info than you needed?

I think the series called Panyo Panyo Di Gi Charat just got released in America, but it is terrible so do not buy it.

Go watch Neon Genesis Evangalion and / or RAH XEPHON.

Or Princess Mononoke and / or Spirited Away.

Those four are alright.

Some anime has more deeper plots than most oscar winning movies, in my opinion.
