Cool stuff. Yep that's KISS compliant and that's always good. I suppose you will be using mySQL to store your stuff, which pretty much takes care of everything logistically afaik.
The only disadvantage is if/when the bots go down. The ability to use ?message goes down a lot less.
Actually my initial thought was just to use a bot to batch-?message a defined group of users and be done with it. I suppose the bot wouldn't have privileges to go over a max # of ?messages so that idea gets thrown outta the window already.
Anyway full steam ahead with the ideas, I sense someone will come up with a really useful function for this sometime.

Uhm, is it possible for the bot to notify you when there is a new message? it is kinda useless if you have to check the bot each time for a message, you would forget about it.Only the loyal count.

You could add the ?messages command to your auto login-script.
If you do get a message when you are already online, it probably shouldn't notify you because:
1. Multiple people doing this could spam you out.
2. The person could just PM you anyway.
