The difference is that in twd and twl you only have one enemy terr to deal with, in pub you may have quite a few. If you're in the flagroom and three terrs burst at the same time, you ARE fucked. Anyone who says they can dodge bursts in that kind of situation is deluding themselves as you won't even see them before you're dead. Give them some damage just make it non-lethal.
