Well there may be ways of working around the "legality" issue.
When there are non-profit fundraising events such as raffles, there are sometimes money prizes; the TW tourny is similar in some aspects.
So here is my workaround:
You can call the "entry fee" a donation. The entire sum for the tourny is given to the TW server fund.
And depending on which place you rank at the end of the tourny, you can get virtual "points". Higher your place, the more "points" you have.
At the end, based on how the money will distributed, TW will "give" part of the money raised back to the players as a "gift" to those who ranked the best (depending on what time of money distribution/per rank system is being used).
As far as I can see this isn't gambling.
