I think it is a bit odd that 'Wark <EventReferee>' is talking about so called lagcheaters, yet he himself is manouvring his SpaceShip through Space with quite some lag.
Think he eats and lags more than the average 'so called' lagcheater.
But whenever he's flying around with his extreme spikes (flying in front of his Squadron, eating every bullet possible to protect his teammates) you can not report him or anything. Because "kthx> It's just my connection" (<- Made that quote up, but I assume he'd say that).

So I totally agree on your stricter cheater policy, because some people really abuse with 'CE'. BUT I think the lag limits should just be stricter. So that someone who has an average ping of 250ms, 3% Ploss and spikes which go through the roof (hope they got a SpaceShip Cabriolet) just get specced. Even though "It is just their connection" or "I'm living in Australia".

So please keep that in mind when you ban someone for so called 'use of CE'. Because they can even lag less than the average Australian who does not get specced. -_-
