quite simply, becaue subspace map editor allow the placing of various tiles imported from a 256-color bitmap, divided into a grid forming squares which the editor interprets as individual tiles.
the user is then allowed to add the tiles as he pleases, and usually they are in the form of a 'set' of tiles that interconnect and can be used to make rooms and complicated structures, with maybe some alternate tiling ('damaged' tiles, multicolored tiles, etc) and either alot of random tiles used fror placing obstacles, or an alphanumeric lettering set that allows the placement of words on the map, though this is now becoming gradually replaced by LVZComment
