IT does some harm, apparently, since you can't create any more arenas on the list (including private ones) once the total number of arenas is 100.

Well, I never thought there were that many arenas. AT first there was the IAMnotRACIST and IAMnotRACING... I fell asleep when I started the IAMnotPAYING, someone did the IAMnotRUNNING... but after an event started, they all disapeared besides paying. for the 100 arena dealy, you've got Pubs, all the twd arenas, any TWL arenas running, the duels (wb, javs, etc) base and normal elim, both go base arenas, andgenerally at least 20 different # arenas with bots and or people afk in them. You throw out more arenas and suddenly boom, 100 fills up awful fast.
I checked just now, at current there are 47 normal arenas open, along with 35 # arenas open for a total of 82. Just at a random 6:24 EST evening on a wednesday.The only TWO TIME TWLJ All-Star and TWLB All-Star who never played a game.

I know you're not saying this, but I'd like to point out anyway that you can't say "someone in a # arena has more right to be there than someone in one of the A-Z arenas", afk or not.
