If you think about the audience this obscene filter is really for, then you'd think about kids that are 8-13 (roughly, of course). Then if you think about the audience the obscene filter isn't for, you tell me which audience is more suitable to determine how ?obscene works and how to turn it off and on so that they can hear whatever they want. It doesn't make sense to have obscene not automatically turned on and expect the younger kids to be able to figure out what the older kids can't figure out right now. Im definately not in support of options 1 or 2.
