It's fairly pointless to try to make any significant changes to pub arenas in order to try to attract new players. You're just going to estrange your loyal player base in large numbers while only attracting new players in much smaller numbers than those departing.
I get the feeling that there are people in staff and in the dev team who believe that TW's population is down due to something that's gone wrong with the zone itself or its settings and by making changes you can bring that population back up. Well, guess what -- it's 2006 and TW isn't impressive enough to gain enough attention to get the population and activity back to what it used to be. Your shitty tilesets and ship-setting changes aren't going to make a dent so why bother?
What makes matters worse is that TW is the most populated zone in Subspace/Continuum and when new players find this game for the first time, those shitty pub arenas are going to be their first (and probably last) impression of what Continuum is all about. And if you think that Trench Wars pub arenas are a good representation of the potential of Continuum, then you've been playing in this zone for way too long.

We need to be catering to the new player and leaving a little more responsibility to the more experienced players to get into the proper pub they want to be in. Take pure pubs and put them in the lower pubs to see how popular they really are, but also to have everyone that enters go into pub 0 (not being a purepub) when they enter the game, unless it's filled.
A change in the pub map might be a good idea and might actually be refreshing to some older players- figuring out the perfect jav spots, making up new tactics, etc etc. I'm guessing a pub map that is tested by a good number of people that still play pub would be the best course of action. Maybe after a few tests with some regular pubbers, throw the map in for a weekend to see how things go?
