I think this is a fantastic idea. And as a new tw webdev, I would like to volunteer my services and maybe start a base website/branch website off of tw.org on this topic. Maybe we can hype it, see how many people sign up on this hypothetical Site i'm talking about, and decide how to manage it from there? As for the "Free Agents" or people that just didn't get picked, I could also include a "pool" to place friendly bets on who they think is going to win, with some sort of gratuity awarded to the pool winner. Just tossing some ideas out there, I'd like to see this work. Let me know if I can be of assistance.

Many of the 'detractors' in this thread are correct. You will struggle to make this work. Neth's point about TW players being squad orientated is dead on. Other people also have good points. Your best chance was to go off and plan this out carefully, anticipating these issues, and only them presenting the idea.
Unfortunately you are not off to a good start and it is going to be an uphill battle. The best advice is to go recruit 2-3 'movers and shakers' in the TW community, plan it out, and then make the presentation again.

maybe you should do something like they do for EG draft league.
there draft season is very successful and highly competitive - i remember from all the trash talking and arguments. If people arguing over tiny things means its a good game. like in TWL . i played for myspace last year and we got to the final. i only played a few games but it was fun and i learnt alot of eg skills.
How it works in EG

Each player that registers and is given a rating (by the guy running EGDL from 1-9)
- higher the number the higher the ability
- total newb = 1 (i was a 1 in egdl)
- vet = 9
- the rating is made public to all before picking to allow people to appeal and ask to have their rating changed if they think it is wrong.
(in TW i would have it so people indicate what divisions they want to play when they register eg dd,jd,bd,sd or different combinations or all)
how teams are picked

- a number of caps are chosen (its 10 in EG i would suggest 16 squads, you can work out how many are needed from the number of registrations)
- caps pick teams by picking 1 at a time from preregistered list until everyone is picked. i.e. people don't have to be online to get picked. the picking by the caps happens separately and offline.
rules

- rules are one player rated 1-3 must always be playing in each game. (this rule is heavily enforced any cheating or pretending to be newbie by a vet will result in them being removed from the competition)
- each player must create a new name specially for the draft league with they have to play on, they use there normal name a symbol on the end of their name which is specific for there squad for example Doc Flabby? or Doc Flabby_. this makes <er> job a lot easier
communication

- each team gets its own name and its own sub forum - for in squad discussion etc. there is a separate trash talk and a captain only scheduling forum to arrange schedules.
