Unfortunately I don't think people would actually pay up after they lose. Unless you put some bounty on their head until they pay for their loss. There could be bounty hunters who go after the outlaws who have debts to other duelers.

The amounts wouldn't be high enough to qualify for one party to sue another in anything other than small-claims court. And if you get taken down for illegal gambling, it's not sueing, it's criminal prosecution.
You could structure it in such a way that people would be liable for "entrance fees," and the winner would (conveniently) be awarded prize money equal to her own entrance fee. Skip any possibility of criminal liability for illegal gambling that way, though I don't think you'd run afoul of the statutes in either case.
