Cheating in pubs

The issue I have is that unplugging violates other people's gameplay. When someone knows that a shark consistently mines in a certain place, he can just lag-cheat through them on a premeditated basis. People do this. When someone knows his goose is cooked, i.e., he is being lit up by multiple ships in the flag room entrance or on top of the flag, he can drop some packets, then plug back in and fly past the depleted defenders. Every time a basing game starts with ear warps on, you see two or three ships make a suicide run, then flicker out and magically reappear in safety.
Lag is a downer for everyone, but deliberate cheating is demoralizing. It makes people not want to play, when someone keeps defying inevitable death. Again, I have nothing against Aussies / Kiwis who happen to live far from the server and want to play. Consistent lag can be dealt with. Late packets aren't nearly as bad as deliberately lost packets.
I've thought of an even simpler solution: When someone drops too many packets in a short time (calibrated to the unplug), they die automatically. Easy. If you try to cheat death, you explode. It could be as simple as that. The kill could be awarded to a bot, "ploss," "self," etc. I think this is a much less controversial penalty than auto-spectating.
I'd really like to see something like this in pubs...

can someone tell me what S2C, C2S and normal ping do? cause my S2C and C2S are normally 0.1 and 0.0, i hear that is average, but my ping, ms or whatever is incredibly high. Does higher ms cause eating, and S2C cause jumping or something like that?
