One thing voting did do:
It gave people hope that something would be voted in their favor. Therefore they'd stick around longer and endure a game without levis for the chance of possibly getting them. I know I'd stick around and try to vote levis in because LT = $$ in that type of environment. And that possibility kept me in there longer when I should have been at work.
