Seriously though if you want it to play, you have to get people to sit in the arena when there arent enough in it to play, and actually.... have patience and wait for others to come.

step 2: spam twd/alerts chat with "GO BASE"
step 3: type !cap to basebot
step 4: tell the people who came from the twd/alerts chat to type !cap to basebot
step 5: open a second client and private message people in pub/belimbeta/elimbeta/twbd etc. with "TYPE ?GO BASE FOR INTENSE BASING ACTION"
step 6: add people with the first client as they come in from your spamming

actually you can go afk and type !notplaying, so you wouldn't ruin any games.

You do realize that a friendly ?help Would someone please send an ad to get base going. would help? A staffer would most likely be more than happy to help. Plus If you get 2 people to !cap it automatially Zones.
