If you restrict something, people are more likely to find ways to get away with doing it.
If you police something, then anytime it is done, the punishment should be the same.
More times than not, if you just let it slide, it becomes "not the thing to do" because there is no risk involved with doing it. I agree, you will get people who will do it to an extreme and I believe that is what "*shutup" is for (fitting command too, whoever thought of that one is one sharp mind). Make that the punishment. Silence them for a duration.
Banning should be the LAST OPTION! Except when major rules are broken; lag cheat, software cheat.
I'll bet you 9 out of 10 times, if the offender is dealt with person-ably and without anger, they too will calm down, see the error in their own ways and even sometimes become one who will point out the next time it occurs.
Then again, what do I know... I can only suggest it be tried.
