Alright so I just wanted to list some ideas.

TWL
1. TWL qualification is boring as shit make it top 8 squads only in each three leagues maybe 10/10/8 for birds/javs/basing at most so that there is actually some competition going on for some of the last spots, but I would stick with 8.
2. TWL is too damn long most people generally get bored with sitting through 30 weeks of league stuff especially when everyone knows there are only like 4 squads that could make the Finals every season, so divide the 8 teams into two conferences and have only 7 regular season weeks before the semi-finals and the finals.
3. To make things better, make the top 3 squads automatically move into the semi-finals, and then have the 4th/5th/6th placed squads play a round-robin tournament for the 4th and final spot in the semi-finals. That gives more squads a chance to make the semi's rewards the best squads with a bye-week, and rewards squads that don't dissolve because they aren't top 4 with a chance to still move on.
4. Make the Semi-finals best of three rounds like the Finals are.
5. To make the TWL all star games actually important, let the winning conference of the all-star game have the next years squad be able to use their personal squad map (approved by twl coordinator of course) in the TWL Finals.
6. Offer Saturday slots and also Wednesday Night slots, if both captains wants to be in the limelight and play a twl game during the week so more people can watch them play so be it, if not it can always be on Sunday like normal. This might get some newer players into checking out leagues who don't generally play weekends.

1. Play games during weekdays which creates activities during weekdays, lets captains hopefully take some personal responsibilities amongst themselves instead of always dealing with a bot, or a site and behind hand held through the process, and causes less problems with getting enough hosts when every game is on Sunday.
2. This year if a squad captain picks a retarded roster full of no shows and the squad never shows for any match, allow an "emergency" draft let the active players who didn't do anything wrong to still play in the league. This happened to me and the few people on my squad last year that tried to show up for every game.
3. Offer one star discounts for recruiting players who have never played in twdt or leagues before. So automatically take one staff off the value of any new players so that it will give captains more incentive to draft them.
4. Allow captains who decide to save some stars should be rewarded for this by being able to use them for 'bonuses' during the actual matches. Lets say... your squad is having a really big off-day and you only have 4 people who haven't played two leagues already on, and one or two who have already played two. Let the captain pay a star to allow a player to play a third match that day. I am sure you guys can create some other creative stuff with this idea.

1. TWD runs pretty solid honestly, but I think its time to allow 3v3 dd's and jd's and have the bots just reduce the arena size, shouldn't be hard to add some doors to make the maps smaller, the only thing you would actually have to change would be the original warp coords out of the safety zone.
2. Have different maps for twdd2 and twdd3 sorta like you do for JD, the only thing you would have to do is change the asteroid placement so that people don't automatically go to the regular spots to stray and rushing would be slightly different, I doubt this would make a huge difference but it would change the game play a bit.
3. Allow basing squads to recruit people from other squads at the cost of not receiving any points for the match if they win. The point would be to get people who don't normally base, or basers from other squads who don't have 8 basers on a chance to play and a chance for squads who don't generally get to play 8's to play 8's in a for the most part squad match. Just have it so the maximum number of people you can recruit to a twbd game would be two. I think basing could use this, and lets be honest we already know which basing squads are going to be getting into twlb.

Staff
1. HMS seems to be really busy right now, I think it is time to recruit someone else to be the mediator between staff and the players, I can't tell you how many times on the forums players are looking from a response from a staffer who actually knows what the fuck is going on. Like I said before by asking for players money for donations to make the zone better you also have to be more open to player criticism, and handle the situations better and be held more accountable from the players who you are expecting to pay for advertisement for the zone you are running.
2. Having ZH's again is pointless, but since that is too late you need to make it like some sort of 2d spaceship RPG as a ZH. An active staffer who is actually good at judging a players strengths as a staffer needs to make the decision instead of using ER as the natural stepping stone up the staff ladder. Promote from a ZH to either an ER or Mod depending on whether the player has a good character and is well liked or knows rules and protocols better. Make ER's and Mod's equal level so you don't end up destroying your zones events by promoting your best ER's to Moderators where they don't host anymore. So like I said before basically promote people straight from ER to a smod position or straight from mod to a smod position, not just entirely from Mod. So, ER's and Mods would be the EXACT SAME LEVEL OF STAFF just in charge of different things.

Pubs
1. Pubs are a huge improvement I always see more population in pubs than I have seen in years. But if I could change one thing I would make it so there was a way players from public arena could still have a taste of other events and leagues during scheduled events hosted by a very respected/trusted Mod/Smod. Why not have a hosted basing match on tuesdays or thursdays, announce it all week so it isn't a big surprise to anyone, Offer big chunks of pub money to the winning team and smaller amounts to the losers. This would (like I have said many times) stimulate basing a ton in the zone by showing pubbers that there is a more competitive basing league, and because this event would probably bring out older basers who newer players could learn from, and also expose newer players to older players who could possibly recruit them to squads to teach them how to play. Make it pure pub during these events, no levi's no weasels,3-4 sharks, 3-4 javs, 2 terrs, rest spiders, warbirds, lancs etc. I think it would be really fun and I don't think people would be nearly down on this as you think.
