The idea itself is good for its own zone in order to help the game flex and show off its many capabilities. As for TW, probably not. TW thrived on its own settings that was original and easy to pick up and be good at but difficult to master. TW needs to revert to its roots (or close to it) and the zones need to unite and expand to allow the acceptance of several types of interests in order to survive.

They have something like this in chaos/league SVS zone in their pub but instead of calling them levels they call them ranks and they get reset every month. There are rewards for increasing in rank but they don't give you a significant competitive advantage. For example trench wars could do something like this and reset the ranks every reset:

Private | 10000 | +1000 pub bucks
Corporal | 25000 | +25% pub bucks per kill
Sergeant | 50000 | +5000 pub bucks
Master Sergeant | 100000 | +50% pub bucks per kill
1st Lieutenant | 150000 | +10000 pub bucks
Captain | 200000 | +75% pub bucks per kill
Major | 300000 | +20000 pub bucks
Colonel | 400000 | ability to buy thors from the bot for 10000 pub bucks
General | 500000 | +100% pub bucks per kill

So every time you get a new rank the bot pms you and informs you of this. You can type !ranks to the bot to see the ranks/rewards and type !rank to the bot to see your rank and the points needed to get to the next rank.
