SPECIAL NOTE: For this meeting, quorum is ignored, as is official majority on passing of motions in the example meeting. This is not an official meeting of the Council, but rather a formation meeting and a way to clarify procedure.

In future meetings, only Council members will be allowed to speak; for the purpose of this initial meeting, members of the public were allowed to comment and ask clarifying questions, to better serve the community.

  • MOTION 1. Spock! had placed this on the agenda, but was not there to speak for the motion: Limit the size of private frequencies during dips in population (with the exact number up for debate).
    • Demonic takes up the motion in Spock!'s place. (Beasty seconds)
    • Demonic moves to refer to committee.
      • 5-3, motion to refer to committee passes, but needs to be ratified outside the meeting.

  • MOTION 5. qan: Allow meetings to take place via Skype in the interest of ease of access, if all attending members unanimously agree to hold the meeting via Skype.
    • 5-5, 1 abstaining. Motion does not pass.
    
    
  • MOTION 6. qan: Allow a meeting's business proceedings to be considered legal, regardless of quorum, if a quorum of members afterwards elects to ratify each main motion voted on in the meeting.
